ci: 新增 Gitea Actions 自動部署 workflow 75462c2619 
push master 時自動執行：git pull、composer install、migrate、
config cache、重啟 queue worker；前端有變動才重建 image

導致大量殭屍容器佔用伺服器資源，目前專案也未實作測試
